Jody O'GuinnHaving nearly 35 years of law enforcement experience, Jody started his career in 1983 as a police officer in Freeburg, Illinois. He joined the Alton Police Department in 1987, advancing through the ranks of Detective, Patrol Sergeant, Lieutenant and finally Deputy Chief of Police. In 2009, after retiring from the Alton Police Department, he was appointed Chief of Police for the Carbondale, Illinois Police Department a post he held until 2014. In February of 2015, Jody was appointed as the Chief of Police for the Village of Freeman Spur, Illinois. He resigned in July of 2017 to pursue other interests.

Chief O’Guinn has served as Tactical Response Team Commander, Region 8 Weapons of Mass Destruction Special Response Team Commander, Sniper Team Leader, Drug Enforcement Administration (DEA) Task Force Detective, Use of Force Instructor and Firearms Instructor.
Chief O’Guinn has served as an Adjunct Professor at Missouri Baptist University, teaching criminal justice, management and criminal law courses. He has taught at Lewis & Clark Community College, John A. Logan College, Southern Illinois University and for the Department of Homeland Security. He holds instructor status in numerous disciplines, including firearms instruction, use of force instruction, NIMS, Weapons of Mass Destruction General Instruction and an array of other law enforcement areas of instruction. He has instructed students and trained police officers, in virtually every state, in the areas of Police Organization and Administration, Juvenile Justice, Crime Prevention, Corrections Administration, Introduction to Corrections, Rules of Criminal Evidence, Ethics, Terrorism, Serial Murder, Community Policing, Criminology, Criminalistics, Criminal Procedure, Victimology, Constitutional Law, Firearms Safety, and Use of Force Management.
In 2007, he was appointed by the Governor to the State of Illinois Task Force on Electro-Muscular Disruption Technology to study and evaluate all available use of force models for the purpose of recommending a standardized model for training police and correctional officers in the State of Illinois.
Chief O’Guinn holds a bachelor’s degree in Criminal Justice from Sterling College and a master’s degree in Public Administration and Policy Analysis from Southern Illinois University-Edwardsville. He is a graduate of the 223rd session of the FBI National Academy, class of 2005 and the St. Louis University Medicolegal Death Investigator School. In addition, he is an Illinois Certified Firefighter II, a Board-Certified School and Workplace Violence Threat Specialist, and a Certified Voice Stress Analysis Operator.
Chief O’Guinn is currently the Director of Law Enforcement Operations for Baker Group International (BGI), representing BGI’s efforts globally to promote advocacy of Digital Voice Stress Analysis training and awareness.
