Cy ArmstrongCy Armstrong had a career spanning 30 years in the Criminal Justice field. Cy started his career in 1994 at the Washington County Idaho Sheriff’s Department. During his time there he and other Deputies worked several Confidential Informants resulting in dozens of felony convictions for Delivery of a Controlled Substance. Cy was the lead investigator in an arson investigation taking over a year to build. Subsequently, the suspect confessed to over 13 wild land fires and one business fire resulting in over a half million dollars of damage. Cy was

the lead investigator in a kidnapping case in which the suspect held two women hostage and beat them for over four days. The case resulted in a 30 year conviction. Cy was involved in one of the largest marijuana grow cases in 1997 in which over two semi loads of marijuana was harvested and destroyed. Cy held the position of Sergeant upon his leaving Washington County.
In 2001, Cy went to work for the Idaho Department of Corrections. He spent his first two years as a Pre-Sentence Investigator investigating and making sentencing recommendations on various felony case. In that time he conducted major crime investigations interviewing dozens individuals for violent crimes including murder and rape. One of his cases involved suspected serial killer, Michael John Braae, “Cowboy Mike” for crimes he committed in Idaho. Braae was eventually extradited to Washington State where he is serving more than 47 years in prison.
In 2003, Cy was made Probation/Parole Officer for the State of Idaho and supervised individuals for a multitude of felony convictions. Cy had specialized caseloads at different times including Sex Offenders, Drug Court and Violent Gang members. Cy also had a Drug Detection K9 from 2005 until 2010. Cy was a member of the FBI Metro Violent Crimes Task Force in the Treasure Valley. During his time with the Task Force, Cy made many valuable contacts with local and federal agencies throughout the country.
In 2010, Cy was hired as the Captain for the City of Fruitland Police Department (FPD) in Fruitland, Idaho. When he started for Fruitland, Cy supervised a small department of six sworn officers and two support staff. When he retired the agency had grown to 14 sworn officers including two fulltime detectives and four support staff. During his time with FPD, Cy was involved with investigations ranging from fraud to violent crimes. In addition to investigating crimes Cy was involved in the day-to-day operations of the department including investigating complaints against department personnel. While at FPD Cy was involved in and/or assisted with multiple major crimes, including a multitude of sex crimes, homicides, officer involved shootings and others. On July 27, 2021, five year old Michael Vaughan went missing in Fruitland. Cy has worked on Michael’s case from the onset and continues to do so.
