Charles B. Kirkland

Charles B. Kirkland has maintained the standards of Correctional Education and maintained a safe and secure institutional environment for Staff and inmates for over 30 years. Charles made it his objective to prepare students educationally and vocationally to re-enter the community. Objectives were met through classification of inmates by reviewing and correctly identifying educational and psychological test scores coupled with social data. Having earned a Bachelor of Science Degree in Social Studies Comprehensive, being certified in Elementary and Secondary levels, from Central State University in Wilberforce, Ohio, Charles went on to earn a Master’s Degree in Guidance and Counseling from Trinity University in Washington D.C.
Prior to the start of his work career in corrections, he began his work career with the District of Columbia Public schools. He began as a Pupil Personnel Worker, working for several months, until being granted a teaching position for the Fifth Grade. During the summer months 
he would work in the Corrections Department as a Teacher for The Federal City College, now The University of the District of Columbia. He was further invested in Corrections as he began a career in Corrections as Teacher for the District of Columbia Department of Corrections, which lasted Twenty-eight (28) years. As he continued in Corrections he was continuously promoted up the chain from Teacher, Head Teacher, Principal, Deputy Warden, Warden and retiring as The Deputy Director of Operations.

Starting as a Teacher at the Youth Center for the D.C. Department of Corrections where he taught Remedial Education, Charles moved up becoming the Warden for the Youth Center where he managed Human Resources, reviewed and inspected institutional operations, developed policies and orders, set long and short-term goals and objectives for the prison, all while managing and maintaining a safe and secure prison environment for Staff and Inmates.  After that, Charles became the Deputy Director of Operations for the Department of Corrections overseeing the management of the DC Jail and Community Correctional Centers for inmates, secured funding for the Department and mediated contracts for specially contracted services.

In recent years, Charles was a Principal for the Corrections Corporation of America where he was responsible for ensuring the dispensing of the established Correctional Education Curriculum for inmates re-entering society. He was in charge of recruiting personnel when needed, enforced policies and procedures that led to discipline and decorum in the Education Department while considering feedback from teachers and students. Charles monitored and maintained a safe, secure, and educationally conducive environment throughout the Department. A major responsibility of this position was inclusive of making sure the Department operated in accordance to the accreditation standards of the American Correctional Association, (ACA); meeting accredited guidelines and being prepared for ACA Audits upon demand. He ensured all teacher rosters, monthly reports, and lesson plans were up-to-date and submitted in a timely manner. More importantly, Charles was a certified Pearson Vue GED Exam Administrator tasked with establishing times of testing, registration, and scheduling of various GED exams and monitored results. 
 During these times mentioned above, Charles maintained his spiritual gifts, as he was also an Ordained Minister and Associate Pastor at Kettering Baptist Church and assisted in leading weekly activities and services.
