Shawn Walker

Mr. Walker is an enrolled Prairie Band Potawatomi Nation member located in the State of Kansas. He is retired from the Kansas Army National Guard after 21 years of service, two combat deployments to Iraq, and one to Bosnia-Herzegovina. Mr. Walker has trained the Honduras National Police through three missionary missions and served as a police mentor in Afghanistan.
LAW ENFORCEMENT BACKGROUND – 28 years within the profession In 1996, Mr. Walker started his professional path within law enforcement. He spent over 19 years working in the State of Kansas within Municipal, Tribal Nations, and County agencies. Mr. Walker has held positions from patrol officer up to the rank of Chief of Police. Starting in 2015, for the next seven years, he served as a midwestern regional coordinator/ instructor for the State, Local, and Tribal Division (SLTD) within the Federal Law Enforcement Training Centers (FLETC) covering Iowa, Kansas, Missouri, Nebraska, New Mexico, North Dakota, Oklahoma, South Dakota, Texas, Wyoming, and Tribal Nations. Since 2022, Mr. Walker has been the Deputy Academy Director at the UnitedStates Indian Police Academy (USIPA) for the Bureau of Indian Affairs (BIA), Office of Justice Services (OJS), assigned to oversee the Advanced Training Center (ATC) in Devils Lake, ND. At the end of 2023, he retired and still maintains law enforcement certification in Kansas. |
Mr. Walker received awards from the Kansas Association of Chiefs of Police, Metropolitan Police Chiefs and Sheriff Association, and Mission Police Department for the action of valor while under fire. In addition, received FLETC's "Team of the Year Award" for his work with Blue Courage.
EDUCATIONAL BACKGROUND
Mr. Walker holds a Bachelor of Science in Criminal Justice from Washburn University and a Master of Business Administration focusing on Change Management from Friends University. He has completed his coursework and started working on the dissertation part of his doctoral education (EdD), focusing on curriculum, instruction, and assessment from Walden University.
INSTRUCTIONAL BACKGROUND – 27 years in instruction
In 1997, Mr. Walker completed his first instructor course. Since then, Mr. Walker’s training development has led him to provide instruction in the following topics: firearms, control tactics, use-of-force, patrol tactics, resilience, leadership, active shooter, instructor development, and the development of the BIA Pathfinder program. He has articles published through the International Association of Directors of Law Enforcement Standards & Training (IADLEST) and the International Association of Chief of Police (IACP). Mr. Walker has presented at IADLEST conferences, Municipal governments, School boards, and Tribal governments. He holds a certification from IADLEST as a National Instructor. Mr. Walker is recognized as a subject matter expert with the Collaborative Reform Initiative Technical Assistance Center (CRI-TAC) through the International Association of Chiefs of Police (IACP).
