Philip A. HerbertPhilip has served as an investigator in the U.S. Department of Transportation since 2006. He began at the Federal Aviation Administration and is currently with the Federal Transit Administration. Previously, he served as a police officer in suburban Philadelphia, retiring after 24 years. There he served as the senior collision reconstructionist, largely investigating all homicide by vehicle cases.
He has extensive training in multiple investigation disciplines in both the transportation and criminal investigation fields and served as a participating investigator at several NTSB investigations at highway, aviation, and rail accidents. |
He served as an Emergency Vehicle Operator Course (EVOC) instructor for the Montgomery County (PA) Emergency Services Training Center, and taught Standardized Field Sobriety Test (SFST) and Breath-Test Operator for the Commonwealth of Pennsylvania.
As a reconstructionist, Phil was assigned to the Special Operations Division where he also participated in special criminal investigations, surveillance, dignitary protection, and emergency response.
Additionally, Phil taught and consulted in the private sector for many large pharmaceutical companies as a driver safety instructor and reviewed numerous fatal collisions involving sales representatives operating company-owned vehicles.
As an investigator, he uses his investigative skills, evidence collection experience, and forensics to resolve cases, bringing them to successful conclusion and prosecutions as warranted. Phil is trained in total station crime-scene forensic diagramming and documentation, DNA and other transfer evidence collection.
Phil received a Bachelor’s Degree (Summa Cum Laude) in Liberal Studies largely concentrated in Research Techniques from Neumann University in Aston, PA.
