Russ JohnsonRuss spent over two decades in local law enforcement in Fulton, New York, most of which was in the Criminal Investigations Division where he held the ranks of Investigator, Sergeant and then Lieutenant and Division Commander.
During his law enforcement tenure, Russ led and participated in thousands of major crimes investigations, including child and adult sex offenses, arson, robbery, burglary, abduction, kidnapping, and homicide. He also worked as an undercover narcotics investigator and led internal affairs investigations. Of the thousands of criminal cases he |
was involved in, two of the more ‘unforgettable’ are the ‘Closing Time Bandit’ bank robberies, from which a multijurisdictional bank robbery task force was formed to solve numerous armed bank robberies in the Central New York area that included members from the FBI, state and local police agencies. It ultimately led to the capture of two brothers, one of whom perished in a gun fight with police, and the wife of the deceased robber. The second case involved a 1968 vehicular homicide of a 4-year-old little girl who was walking across the street with her sister when she was struck and killed by a speeding vehicle. Six years into retirement, 44 years after the incident, Russ still stuck with the case and eventually received information from a witness that led to the identification and confession of the man who killed the child.
Through his ‘down-to-earth’ approach to engage the criminal element, Russ was revered by his peers for his ability to secure countless confessions from perpetrators during interviews, many of which were derived through his work as an expert polygraphist.
Russ is the recipient of dozens of awards and citations for his work in law enforcement, including the Gallantry Star, Exceptional Duty, Drug Buster, Mayoral Commendation, Unit Citation, and many more.

Russ also recently served as a polygraph consultant to the federal public defender’s office involving the appeal of a defendant who had been in prison for over 25 years for the conviction of kidnapping and presumed murder a woman in 1994. Russ is a graduate of the FBI National Academy, 169th Session and earned his B.A. in Public Justice from the State University of New York, College at Oswego.
